I tend to fair better with mesmer for such. Faster and better recharge. Well, the extras that come with some of those mesmer skills are nice, too. I've had both, but the speed is my main concern.

Psychic instability and Cry of Frustration are two great skills that can interupt non-spell skills, so it isn't a con for the ranger anymore.
I mainly play without interupter tho ..

Lol, you're terrible.
Rangers are strong interrupters because of how spammable their interrupts are, however mesmers have stuff like [skill]Power Leak[/skill] which makes it hard to put one ahead of the other. Haven't read the thread but I'm sure someone with a brain has explained it.

Here's a setup I found to work well when I played my Ranger:
Me:
[skill]Broad Head Arrow[/skill]
[skill]Pin Down[/skill]
[skill]Apply Poison[/skill] or [skill]Poison Tip Signet[/skill]
Etc.
Gwen:
[skill]Fevered Dreams[/skill]
[skill]Phantom Pain[/skill]
[skill]Clumsiness[/skill]
[skill]Wandering Eye[/skill]
etc
Vekk:
[skill]Blinding Surge[/skill]
[skill]Shell Shock[/skill]
[skill]Enervating Charge[/skill]
[skill]Air Attunement[/skill]
Anything else I just changed about as I needed.
Only downside was I had to micromanage Gwen a bit to make sure she Shattered Phantom Pain instead of Fevered Dreams. It worked, it may not be the best, but it was fun.

[skill]power leak[/skill] is amazing in pvp but in pve with the near limitless energy the AI seem to have it is a waste of an interrupt

For pure interrupting, I find mesmers (especially heroes) to be better.
For an 8th spot in an otherwise standard (tank monks eles necros) team, i find the two to be about equal.
Rangers can also pack nice conditions, or good damage via barrage/splinter while still packing in a couple interrupts for those crucial skills that enemies use. A full-on interrupt bar isn't as necessary because most monsters only have what, 4-5 skills?
Also, since I know like 12 people that play ranger and no one that plays mesmer as their main, I usually end up with a ranger on the team.
However, if I DO need an interrupter (vanquishing perdition rock, for example), and have to take a hero, I prefer my Power Block Gwen. Nothing like completely shutting down a Hydra or that HB boss

Rangers also have to consider flight time and whether you have things that screw you over like aegis or blind. Mesmer interrupts are more or less unconditional, once you hit the button then it gets interrupted (lag aside)

If that's about heroes, that's true but hero rangers are terrible with the line of sight. So when Pyre's arrow won't fly to the target because he's too dumb to avoid obstacles, Gwen's spell will.
Ofc that shouldn't be the problem with normal people, but it is a problem with heroes.
